{"id":18,"date":"2021-12-15T14:03:32","date_gmt":"2021-12-15T14:03:32","guid":{"rendered":"https:\/\/wp.lancs.ac.uk\/model-of-restorative-justice-for-victims-child-abusive-images\/?page_id=18"},"modified":"2024-11-19T14:30:20","modified_gmt":"2024-11-19T14:30:20","slug":"about-the-project","status":"publish","type":"page","link":"http:\/\/wp.lancs.ac.uk\/model-of-restorative-justice-for-victims-child-abusive-images\/","title":{"rendered":"About the project"},"content":{"rendered":"<p style=\"text-align: left\"><span style=\"color: #3c3cc7\"><a style=\"color: #3c3cc7\" href=\"https:\/\/www.nspcc.org.uk\/about-us\/news-opinion\/2021\/indecent-image-offences-online-safety-bill\/\">25,281<\/a> child abusive images UK-based offences were recorded in 2020-21, up from <a style=\"color: #3c3cc7\" href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/crimeandjustice\/articles\/childsexualabuseinenglandandwales\/yearendingmarch2019#indecent-images-of-children\">17,521<\/a> in 2019.\u00a0 The amount of online child abusive images (OCAI) continues to increase (<a style=\"color: #3c3cc7\" href=\"https:\/\/www.iwf.org.uk\/about-us\/who-we-are\/annual-report-2021\/\">252,194 <\/a>\u00a0images and\/or videos of children being sexually abused were found by the Internet Watch Foundation in 2021, compared to <a style=\"color: #3c3cc7\" href=\"https:\/\/www.iwf.org.uk\/news\/taskforce-will-stop-millions-most-severe-child-sexual-abuse-images-and-videos-being-shared\">153,350<\/a> in 2020). <\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #3c3cc7\">Technological developments in law enforcement investigations, including the Child Abuse Image Database (<a style=\"color: #3c3cc7\" href=\"https:\/\/www.gov.uk\/government\/publications\/child-abuse-image-database\">CAID<\/a>), have led to more OCAI victims being identified: in the year ending March 2019, <a style=\"color: #3c3cc7\" href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/crimeandjustice\/articles\/childsexualabuseinenglandandwales\/yearendingmarch2019#indecent-images-of-children\">552 unique victims<\/a> were identified by UK law enforcement, for example. But the increase in victim identification has heightened disclosure concerns regarding informing unknowing victims of the OCAI\u2019s dissemination and, perhaps, existence. It also makes the need to ensure appropriate reparation for OCAI victims, who suffer distinctive harm requiring a tailored restorative justice approach, even more imperative.<\/span><\/p>\n<p><span style=\"color: #3c3cc7\">Our project is running from 2021-2023 and is funded by the British Academy and the Department for Business, Energy and Industrial Strategy. It is being led by Professors <a style=\"color: #3c3cc7\" href=\"https:\/\/www.lancaster.ac.uk\/law\/people\/suzanne-ost\">Suzanne Ost<\/a> and <a style=\"color: #3c3cc7\" href=\"https:\/\/www.lancaster.ac.uk\/law\/people\/alisdair-gillespie\">Alisdair Gillespie<\/a>, Law School, Lancaster University, working with two external partners, Professor <a style=\"color: #3c3cc7\" href=\"https:\/\/www.ed.ac.uk\/profile\/ethel-quayle\">Ethel Quayle<\/a> C.B.E, Personal Chair of Forensic Clinical Psychology, University of Edinburgh (an academic recognised as being one of the leading research clinical psychologists (no longer in practice), and Ms Tink Palmer M.B.E. (the former Chief Executive of the <a style=\"color: #3c3cc7\" href=\"https:\/\/www.mariecollinsfoundation.org.uk\/\">Marie Collins Foundation<\/a>). We are also working with Early Career Researcher and PhD student, <a style=\"color: #3c3cc7\" href=\"https:\/\/www.linkedin.com\/in\/monique-mehmi-b0b098193\/?originalSubdomain=uk\">Monique Mehmi<\/a> (University of Liverpool).<\/span><\/p>\n<p><span style=\"color: #3c3cc7\"><strong>\u00a0<\/strong><\/span><\/p>\n<p><span style=\"color: #3c3cc7\"><strong>The main project objectives are: <\/strong><\/span><\/p>\n<ol>\n<li><span style=\"color: #3c3cc7\">To offer a forum for sharing knowledge and experience to develop collaborative research partnerships between academics and practitioners in order to design a blueprint model of restorative justice for OCAI victims and an \u2018unknowing victims toolkit\u2019 for law enforcement officers.<\/span><\/li>\n<li><span style=\"color: #3c3cc7\">To develop ideas for, and produce, co-authored publications to disseminate our academic-practitioner conceptions of what appropriate reparation for OCAI victims and an \u2018unknowing victims toolkit\u2019 could look like.<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3c3cc7\"><strong>The project draws on our earlier work in this area:<\/strong><\/span><\/p>\n<p><span style=\"color: #3c3cc7\">Ost S and Gillespie AA, <a style=\"color: #3c3cc7\" href=\"http:\/\/www.research.lancs.ac.uk\/portal\/en\/publications\/-(41f34c14-0270-40f9-9ab8-cffc9e351322).html\">\u2018To Know or Not to Know: Should Crimes Regarding Photographs of their Child Sexual Abuse be Disclosed to Now-adult, Unknowing Victims\u2019<\/a> (2019) 25 International Review of Victimology 223.<\/span><\/p>\n<p><span style=\"color: #3c3cc7\">Ost S, \u2018<a style=\"color: #3c3cc7\" href=\"http:\/\/www.research.lancs.ac.uk\/portal\/en\/publications\/-(9641b2cd-9364-4492-a007-87392f1de914).html\">A New Paradigm of Reparation for Victims of Child Pornography<\/a>\u2019 (2016) 36(4) Legal Studies 613.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>25,281 child abusive images UK-based offences were recorded in 2020-21, up from 17,521 in 2019.\u00a0 The amount of online child abusive images (OCAI) continues to increase (252,194 \u00a0images and\/or videos of children being sexually abused were found by the Internet Watch Foundation in 2021, compared to 153,350 in 2020).
